Problem Note 64149: A SAS® FILENAME URL code for a secure HTTPS site might produce the error "Forbidden to retrieve URL..."

In SAS® 9.4M5 (TS1M5) and earlier releases, a SAS FILENAME URL code for a secured HTTPS site might produce the following error:
ERROR: Forbidden to retrieve URL. Use the debug option for more info.
Note: Using the debug option produces the message "ERROR: Unable to initialize the DATA STEP Debugger environment. The debug option cannot be used with this code."
This issue occurs if the default port for a secured HTTPS site, port 443, is used.
